Since the beginning of recorded human history, there has always been two types of humans: regular and enhanced. Enhanced humans – those born with power – have no choice in the matter; it’s a recessive trait passed on through families and bloodlines. Still, regular and enhanced humans have gotten along, for the most part. Until now.

A group of enhanced humans, calling themselves The Institution, unleashed a vicious terrorist attack on the West Coast of the United States in 2005, wiping out Washington, Oregon, California, as well as the western parts of Idaho and Nevada. An estimated 49 million people, both regular and enhanced, died that day.

As a result, the government crackdown began. It is now illegal to be born with powers. Anyone found to be harboring enhanced humans are branded as traitors and executed. Those with powers are either killed outright or sent to Jonestown Prison, supposedly where they will be rehabilitated. However, Jonestown is actually where scientists employed by a tiny sector of the government secretly experiment on enhanced humans and try to find ways to isolate and replicate these powers. This is only known to a select few, and they don’t want that information out in public. Yet.

It’s not genocide. It’s self-defense.

We take to the streets of New York City, where everything’s gone topsy-turvy. It’s practically a madhouse. And it’s only just begun.

Camden Hyde was born with the power to manipulate nerves. In other words, he can cause immense pain or pleasure just by a look or a thought. He learned to control his power at a very young age and grew up relatively normal. He eventually went on to marry his college sweetheart, Eliza Garner, and he worked for a pharmaceutical company.

His problems began when the government began hunting down enhanced humans. Eliza, believing the government propaganda and fearful that Camden might suddenly turn on her, betrayed him to the government. Camden was experimented on for five years in Jonestown Prison until he managed to escape. Bitter at his imprisonment and torture, he immediately joined The Institution.

A year after joining The Institution, Camden was given an assignment to kidnap Arthur Stazinski’s only son. As Arthur was a government agent, The Institution wanted to use Malcolm Stazinski as leverage to make Arthur pass information. The assignment went sideways, and Camden accidentally killed Arthur’s wife.

After a little over seven months, Arthur is found out by the government, who plans to execute him as a traitor. Camden, still feeling guilty for the botched assignment, breaks Arthur out, and now, they’re on the run together.

As he slowly comes to care for Arthur, Camden isn’t sure where he stands. He still hates everything the government is, and if he quits The Institution, he loses his chance to fight back, not to mention that Morrigan will kill him. But how can he stay with them when they’re the reason Arthur’s lost his entire future and family?

Although Arthur Stazinski was born with the power of combustion (AKA blowing shit up), he’d always hid that part of himself away, and therefore has absolutely no control over his powers. Luckily, they only come into play when he’s extremely angry or upset, and his nice job as a government official means he’s never gotten to that point.

That is, until Camden Hyde swooped in and destroyed everything. With his wife dead, Arthur did the best he could to keep his son alive by passing whatever information The Institution wanted. He wasn’t careful enough, though, and he was caught and scheduled to be executed until Camden saved his life.

Now, Arthur is torn. Camden murdered his wife and kidnapped his son, and yet, he’s Arthur’s best chance of staying alive and on the run. Not to mention that Camden seems to be growing fond of him, and Arthur slowly finds himself starting to care about Camden as well. But he can't let himself care for a terrorist who won’t quit his terrorist cell and who destroyed his family.

Still, his first priority is to find out if his son is still alive and rescue him, and Camden is his ticket to doing that. Not to mention that no one knows about Arthur’s powers yet. Once they’re known, the government will come after him with an entirely new vengeance. But in such a stressful new life, how long can he keep them hidden?

Benjamin “Benji” Krieger recently moved up to New York City from Washington DC as one of the youngest FBI agents in the company. He’s immediately put on the assignment of catching two fugitives: Camden Hyde and Arthur Stazinski, and as he has never failed an assignment before, he does not intend to fail this one.

As time goes by, however, he begins to question what he’s been told. If Camden Hyde is so dangerous, why does the government want him back alive? Why would they care whether or not he lives or dies? He knows he’s missing something. And something feels off about Arthur Stazinski too. Benji knows that Stazinski is a traitor, but what he doesn’t get is why. From what he’s read of Stazinski’s file, the man was a perfect employee right up until seven months ago. What made him turn against the government?

Unfortunately, with the way the government has become, asking the wrong questions can you killed, and Benji is no exception to that rule.

Deliah “Morrigan” Sincich was born with the power of induced radioactivity. Because her power has always been so destructive, she’s always been feared and hunted, even before the government outlawed enhanced humans. So when she had a chance to let her voice be heard, she gathered a few other enhanced humans with the same power she had and destroyed the West Coast. Talk about a temper tantrum.

Now, she’s most wanted for running The Institution, but Morrigan isn’t nicknamed after the goddess of battle and strife for nothing. She’s ruthless and runs The Institution little better than the government is running the country. Once you’re in, you’ve signed your name in blood. So far, she’s been keeping Arthur’s Stazinski’s son in the headquarters, hoping that she can find another way to use him, but if not, she has plenty of people working for her who would happily kill a government official’s son.

As for Camden Hyde, who has been acting…off lately…well, Morrigan has a plan in place to keep her people in line, including him.

Toby is a self-employed bounty hunter who plays by only one set of rules: His own. His only goal is to make as much money as he can by bringing enhanced humans in, and as he does not work for the government, he is free to do whatever he wants in order to trap and capture enhanced humans, even go after regular humans who he thinks has information, as long as it’s all kept under wraps. Toby is cruel, ruthless, and has almost perfect aim with his many guns. Many enhanced humans have lost their lives because of him.

Now, he’s set his sights not only on one enhanced human, but The Institution as a whole. Still, Toby knows he has to start small. Go after one enhanced human in the group, capture him, and torture him until he breaks and tells him where the headquarters for The Institution are.

He’s heard that the escaped ex-government official Arthur Stazinski is staying with terrorist Camden Hyde. Someone like Arthur will only slow Camden down, making both of them easy pickings for Toby.

Teddy shares an apartment with Benji. He’s a simple shoe salesman with an affinity for video blogging and making people laugh. Unfortunately, having an FBI agent on the tail of a dangerous terrorist for a roommate might cause Teddy to be drawn into the struggle whether he wants to be or not.

Audrey Watson had her doubts when she was partnered with Benji. He’s proven himself in the field, but she’s no less suspicious. He’s starting to question the morality of his orders and of the government, and Audrey knows that if he oversteps the line, it’s her job to report him to their superiors.

Mal’s just a scared little boy being held captive by some really scary men and women. He doesn’t know what they want, and he doesn’t know where his parents are. It’s been months, and all he wants is to see his daddy again.

Stephen was the scientist who was in charge of most of the experiments on Camden. He was on the verge of a breakthrough when Camden escaped, and now, he’s pressing the government to find Camden again so he can pick up where he left off and get the recognition he deserves for having to put up with enhanced humans.

Johanna was the lucky one in the family – she didn’t get the same powers that her older brother was cursed with, meaning that she’s been relatively safe, until now. Tobias Cooper is driven to find Camden (and through him, The Institution), though, and if that means he has to drag Johanna in and torture her to bait Camden, so be it.

Oh my gosh, this sounds fantastic. Seriously please write all of this and then get it made and I will be your #1 fangirl.
Love the story, love the cast (Nathan Fillion! Helena! Matt Smith! NPH! David Tennant!), love the complexities you've given the characters. ♥

I don't think there are words for my love. So. Just know it is there.

Awww, thanks! I've written so much fic/drabbles for this verse already, since I've had Cam running around in my head since last November. Unfortunately, I completely slash Cam/Arthur like mad, which is bad because THEY'RE NOT SUPPOSED TO BE TOGETHER!!! But they're so perfect for slash! My slashy heart dies with glee.

ANYWAY. I'm glad you love this show! It's my baby! ♥

Ahahaha, slash fangirl forever, I see.
I'm sure when this is a Thing, Cam and Arthur will still be slashable and I will write lovely slash for them as well. Because. They really, really are slashable.

It is a wonderful concept. ♥

I am a slash fangirl forever! Hell, I slashed Giselle/Nancy in Enchanted! And that's a Disney movie!

You mean if it is a Thing. But yes, Cam and Arthur must still be slashable or I will cry. Basically half the drabbles and fic I write for them are where they're together. Though there is the small problem of Cam having killed off Arthur's family that prevents them from really being together...that tends to cause issues between lovers, so I hear!

Thank youuuuu! ♥

Ahaha, I never saw Enchanted, but yay for slashing teh Disneys. :D That is awesome.

Well it should be a Thing! I don't want to let it NOT be a thing! And psh...they'll get over it. Or something. What's a relationship without a bit of trouble? XD

You've never seen Enchanted? D: D: D: But Idina Menzel! And Amy Adams! And animation meets New York City! *dies of shock*

Maybe someday, it will be! Or more likely, I'll write it into a novel. We'll see. Haha. I think Cam and Arthur's relationship have a bit more than "a bit" of trouble. But that's my favorite part of them! <3

But also Disney! Also also I hardly ever watch movies. So no, definitely never seen it.

Novels of that would be cool, too! :D And hey, the super troubled relationships are more fun, right? Even if it is...very super troubled! It's more fun to watch a couple struggle a lot before getting together! All TV writers know this! XD

John Simm was the first guy I thought of for Cam. Probably because he was created in my head back when I was super obsessed with Life on Mars. XD

The cast was actually really easy for me to come up with, except for Mal, because I didn't know any child actors that age. But everyone else came pretty naturally. :)
